History
In 1978, the Philippine Constabulary/Integrated National Police (PC/INP) Regional Command concept was implemented. The first Regional Commander of the PC/INP Regional Command 7 was Brigadier General Emilio Narcise. Through the years the commanders who pioneered the PC/INP Cebu Provincial Command were COLONEL SOZIMO ANGAN, PC 1979-1980; LT COLONEL LEANDRO MENDOZA ,PC, 1980-1984; LT COLONEL JEWEL F CANSON, PC, 1980-1986.
The 1987 Constitution provided the establishment of a police force that is national in scope and civilian in character. On December 13, 1990, then President Corazon C. Aquino signed the Republic Act No. 6975 creating the Philippine National Police. PC/INP was abolished, thus Philippine National Regional Command were established.
In 1988, the Cebu Province PC/INP camp was named after General Arcadio Maxilom. The location of the camp was in Salinas Drive, Barangay Apas, Ceby City and later transferred to Sudlon, Barangay Lahug, Cebu City. Cebu Police Provincial Office (CPPO) then shared offices with the Cebu City Police Office in Camp Sotero Cabahug, Gorodo Avenue. It then transferred to Camp Arcadio Maxilom in Barangay Apas, Cebu City.
A few years back CPPO was temporarily moved twice to a province owned lot in Don Andres Soriano Street in Toledo City before it permanently transferred to the present location. The camp was moved and transferred with (8) times before the construction of the present building.
The present building in Sudlon, Lahug, Cebu City was inaugurated in August 24, 2009, with the Regional Director of PRO7 P/CSUPT. LANI-O NEREZ, Provincial Director P/SSUPT JESUS S GAQUING and then Governor GWENDOLYN GARCIA in attendance.
On February 14, 2013 CPPO formally opened its own firing range under the leadership of PSSUPT PATROCINIO AREDIDON COMENDADOR JR. On August 1, 2013 paved the way for the construction and concreting of the CPPO parade ground, now called the CPPO Multi-Purpose Activity where the basketball court is located.
It was under the leadership of PSSUPT NOEL GILLAMAC that the CPPO headquarters was finally affirmed after a Provincial Resolution was passed in March 7, 2014 making it CAMP GENERAL ARCADIO M. MAXILOM as the name of the headquarters. PSSUPT GILLAMAC facilitated the donation of the 5,000 square meters lots where the CPPO building was erected in October 4, 2014, in attendance during the MOA signing and deed of donation was PCSUPT TOM BAÑAS, then the PRO7 Regional Director, PDG ALLAN LM PURISIMA, then the PNP Chief and GOV. HILARIO DAVIDE.
Over the years, CPPO’s selfless service to the people has gained merit for its excellence in providing commendable public service. CPPO was recognized as:

General Maxilom was a former school teacher who became one of the leading figures in the 1898 Philippine Revolution. He rose up in the ranks of the Katipunan after its former leader Leon Kilat was assassinated. After the Spaniards left, General Maxilom continued the struggle against the Americans, and was among the last revolutionaries to surrender to the new colonizers. The surrender of General Maxilom in 1901 was considered as the start of the journey of peace under the Americans in Cebu.
CPPO is under the strong leadership of PCOL RODERICK DEVILLES MARIANO. It is home to one thousand eight hundred thirty-seven (1,837) capable and credible policemen and women, composed of seventy nine (76) Police Commissioned Officers. One thousand seven hundred sixty-one (1,761) Police Non-Commissioned Officers with one hundred eighty-six (186) Non-Uniformed Personnel. It has Fifty (50) Police Stations, and two (2) Provincial Mobile Force Company (PMFC).
2019 was a significant year for CPPO, it is the year for the War on Drugs, when PD MARIANO assumed office in June 18, 2019. Momentous to note that it was during this period that CPPO achieved remarkable accomplishments. The anti-illegal drug operations of CPPO transcended to the most positive result in the number of operations conducted. As of C.Y. 2019, there were 2,596 operations conducted, 3,590 arrested persons and PHP 332,511,148.50 million pesos worth of drugs confiscated. The campaign against illegal drugs yielded a great impact for CPPO. During this period the rigorous campaign to clear the Province of Cebu from Illegal drugs generated to a positive result. Conduct of Traffic Investigation Seminar to capacitate traffic investigators with fundamental knowledge in traffic rules and regulations.

Conduct of 2-Day Seminar on Updates in RA 9165 and Related Jurisprudence with Pros Graemae June Elmido, Deputy Regional State Prosecutor.

KKDAT Seminars are continuously conducted in various cities and municipalities in order to increase community awareness against illegal drugs and terrorism.

Series of community relation activities targeting children to make them good and law abiding citizens.

Checkpoints and chokepoints were conducted to prevent entry of lawless enemies. During the conduct of the random checking, firearms and illegal substance were confiscated. This was implemented in the whole province of Cebu.

Peace and Order council meetings was also organized and facilitated to address security issues and threats. Resorts owners were called to a meeting to pacify and coordinate with them to report immediately to the nearest police station for any irregularities.

The Squading System, empowering the Police Officers to become a good leaders and enhance their personal, organizational discipline, integrity and effectiveness. A squad is a small group of people having a particular task or assigned a special task. CPPO Squad System still in active status with a 200 hundred number of teams and squad leaders and 42 life coaches.

Internal cleansing was strictly enforced in disciplining CPPO’s own ranks with erring personnel and those engaged in illegal drugs, drug use and dropping from the rolls. The internal cleansing encouraged the personnel to live an honest service to the people.
Truly, CPPO has gone a long way in serving the Province of Cebu. It has evolved and moved with the times. The men and women of Cebu Police Provincial Office will continue to serve and protect the Cebuano’s for many generations to come. An honest, reliable and stable organization that will maintain peace and order.
